The price shown on a search and the total charged at the counter can differ significantly. Most of that gap is fees. Some are mandatory and location-dependent. Others are optional products added at pickup.
Car rental pricing has two layers. The first is the base daily rate — what shows up on Kayak, Expedia, or the company's own site. The second is everything added on top: taxes, surcharges, and optional products the counter agent will offer you at pickup. Understanding both layers is the difference between budgeting accurately and getting surprised at the register.
Not all fees are equal. Some are mandatory and location-dependent — the same regardless of which company you rent from at a given airport. Others are optional products added at the counter.
The mandatory fees — unavoidable, but worth knowing
These show up regardless of which company you rent from at a given airport. They're built into the total price on most comparison sites, but worth understanding so you can budget accurately when comparing airports or on-airport vs. off-airport options.
Airport concession fee
10–12%
Unavoidable on-airport
Paid by the rental company for the right to operate at the airport, passed to you. Off-airport locations don't charge it.
State & local taxes
8–15%
Unavoidable
Varies significantly by state and city. Florida and Nevada run high. Some states levy additional car-rental-specific taxes on top of general sales tax.
Vehicle license recovery fee
$1–3/day
Unavoidable
Companies pass on a portion of fleet registration costs. Small, but it's on every rental.
Energy surcharge / facility fee
$0.50–2/day
Unavoidable
Varies by company and location. Covers facility operating costs. Often buried in the line items.
The optional fees — your call
These are products the counter agent will offer at pickup. Some have real value depending on your situation. Most are priced at a significant premium over what you can arrange on your own.
Collision Damage Waiver (CDW / LDW)
$15–35/day
Varies
Waives your financial liability if the car is damaged. Personal auto insurance policies and some credit cards provide overlapping coverage — terms vary by policy and card.
Liability Insurance Supplement (LIS)
$10–18/day
Varies
Covers third-party injury and property claims above the state minimum. Personal auto policies often extend to rental vehicles — coverage terms vary by policy.
Personal Accident Insurance (PAI)
$5–8/day
Optional
Covers medical costs for you and passengers. Personal health insurance and travel insurance often cover the same events — coverage varies by policy.
Prepaid fuel
Market rate
Optional
You pay for a full tank upfront and return the car empty. The economics depend on how much fuel you'll actually use — on short trips, the unused portion is forfeited.
GPS / navigation
$10–15/day
Optional
Navigation functionality that most smartphones replicate at no additional cost.
Additional driver
$10–15/day
Varies
Required if anyone else will drive. Some credit cards and loyalty memberships waive this for a spouse or domestic partner — terms vary by program.
Young driver surcharge
$20–35/day
Unavoidable if applicable
Applies to drivers under 25 at most major companies. Non-negotiable. Factor it into your total cost if it applies.
What this looks like on a real bill
Here's a 7-day economy rental at MCO with and without the common optional add-ons:
MCO · Economy · 7-Day · Fee comparison
Base daily rate
$48/day · $336
Mandatory fees & taxes (~28%)
$94
Total without add-ons
$430
CDW + LIS + PAI (if added)
+$266
Total with full add-ons
$696
Difference
$266 — 62% more than the base
The add-ons more than doubled the effective daily cost. That's an extreme case — most travelers don't take all of them — but it illustrates how far the final bill can drift from the number you searched.
Two categories of fees
Mandatory fees (taxes, airport concession, license recovery) are set by location and can't be negotiated or avoided by choosing a different company. Optional products (CDW, LIS, PAI, GPS) are add-ons with varying overlap against existing insurance policies.
